13. Unfortunately, some people misuse the network. However, compared to
14. the rate of legitimate use (the IP range in question processes nearly
15. a gigabit of traffic per second), abuse complaints are rare.

19. There are some ISPs who do that, and they forward abuse mails to the account holder. There are several lawyers behind the Tor project just for these cases.
