  9. dissidents skirting the Great Firewall, abuse victims, stalker
  10. targets, the US military, and law enforcement, just to name a few.

  19. There are some ISPs who do that, and they forward abuse mails to the account holder. There are several lawyers behind the Tor project just for these cases.
